A man climbs a two-metre ladder to pick apples in his garden. He falls and dies after dropping much farther. The ladder has not moved, and the tree is still in place.

The answer
The garden was on a rooftop terrace. The ladder stood near the parapet. Losing his balance, he fell over the terrace edge to the street. Two metres measured the ladder, not his final distance from the ground.
