The answer
A thief had tried to enter the house by climbing down the chimney and had become stuck. The soot and his cramped position made him cough. The cage stood near the hearth, so the woman had assumed that the parrot was making the noise. When she heard coughing while the bird was still at the vet's, she followed the sound to the chimney and called for help before the man suffocated.
