A Strange Bus Stop

Outside a facility stands a bus stop with a bench and sign. No bus passes there. Yet the staff regularly check who is waiting and consider it useful, without intending to call a vehicle.

The answer
The facility housed people with dementia who sometimes left believing they needed to go home. The apparent bus stop gave them a nearby place to wait. Staff could find them and accompany them inside. The bench was there to keep people nearby, not to bring a bus.
