The Rung That Does Not Sink

A ladder is fixed to the side of a floating moored boat, not to the jetty. The tide raises the water half a metre against a dock post. The lowest rung nevertheless remains the same height above the water. Nobody moves it along the ladder.

1. Choose a narrator: they read the answer privately and hide it.
2. Read the premise aloud. Answers: yes, no or irrelevant.
3. When the game ends, mark the puzzle as played.
